I have plugged in another fan, but it wouldn't spin either, so I'm feeling more confident that the control wire just isn't sending the signal to the fan to "turn on". That said, I've heard they spin on when you engage AC, but I've not really tested that myself. However, I'm not sure which year/model had the plastic design.
