you can test the fan by disconnecting the plug and connect it to an external power source. Bmw E46 Radiator Fan Fuse It should have a menu option to test the fan. When it's hot it only blows hot air.

Installed it...didn't work. 2) Tested the voltage coming to the fan from the sensor (on right side of fan near the top of fan)...read normal.

I have plugged in another fan, but it wouldn't spin either, so I'm feeling more confident that the control wire just isn't sending the signal to the fan to "turn on". That said, I've heard they spin on when you engage AC, but I've not really tested that myself. However, I'm not sure which year/model had the plastic design.
