My A/C and blower motor suddenly just stopped working all together. This fuse is a 7.5 amp and is labeled fuse #13. Luckily this fixed the problem and everything works well now. I also ordered a new Thermal Cutoff, part number EYP-2BN109 since it was only $0.74.

The motor may free up, you may find a mouse has built a nest in the air duct, or the motor has failed. I jiggled the blower motor connector wiring (individually jiggled the white and green wires with needlenose pliers) with the fan at max speed and got no response. As soon as the blower motor relay's coil is fed power from the #14 fuse (of your Civic's under-dash fuse box): The blower motor relay activates (since relay terminal slot #1 check over here the mod is you take the power transistor off and solder a 1kohm resistor between the open contacts.
